Decision on determination of tariff rates for distribution system users in Republic of Srpska

Pursuant to Article 23 line 4 of the Electricity law ("Official Gazette of Republic of Srpska" number 66/02, 29/03, 86/03, 111/04 and 60/07), Article 10 paragraph 1 line 4 of the Statute of the Regulatory Commission for Energy of Republic of Srpska ("Official Gazette of Republic of Srpska" number 41/04 and 67/07), Article 37 paragraph 1 line 3 of the Procedural rules of the Regulatory Commission for electricity of Republic of Srpska ("Official Gazette of Republic of Srpska", number 96/04), Article 54 of the Rule book on tariff methodology and tariff proceeding ("Official Gazette of Republic of Srpska" number 61/05) and Article 72 paragraph 1 of the Rule book on public hearing and settlement of disputes and complaints ("Official Gazette of Republic of Srpska" number 71/05), in the second tariff proceeding, initiated at the request of the licensee for distribution of electricity in Republic of Srpska in order to approve tariff rates for distribution system users, Regulatory Commission for Energy of Republic of Srpska, in its 19th regular session which was held on 21 December 2007 made

 

DECISION

 

On determination of tariff rates for distribution system users in Republic of Srpska

 

I

This Decision of the Regulatory Commission for Energy of Republic of Srpska (hereinafter RERS) provides tariff rates for distribution system users as follows;

 

 

 

Tariff rates stated in the table above do not contain the tax on added value.

 

II

 

For tariff group of customers from the category of consumption at the voltage level of 0.4 kV that are not determined the capacity charge by metering, the capacity charge amounts to:

Other consumption with one-tariff meter: 5 kW

Other consumption with two-tariff meter: 5 kW

Households with one-tariff meter: 3.3 kW

Households with two-tariff meter: 5.2 kW

Tariff rates in high season (HS) are applied in the period from October 1 to March 31.

 

Tariff rates in low season (LS) are applied in the period from April 1 to September 30.

 

High daily tariff rates (HT) are applied in the period from 06.00 to 22.00 hours for the winter time, i.e. 07.00 to 23.00 hours for the summer time.

Low daily tariff rates (LT) are applied in the period from 22.00 to 06.00 hours for the winter time, i.e. 23.00 to 07.00 hours for the summer time and weekend without interruptions from Friday at 22.00 hours for the winter, i.e. 23,00 for the summer time from Monday at 06.00 hours for the winter i.e. 07.00 for the summer time.

 

IV

Excessively taken reactive energy is calculated in the period of application of high daily tariff rates.

For end users from the second and sixth tariff group in the category of "other consumption at low voltage" which are determined to have taken excessive reactive electricity by occasional metering. it is applied the tariff rates for the excessively taken reactive energy of the third, i.e. seventh tariff group from the category of consumption for the purposes of calculation of the excessively taken reactive energy.

Tariff rates for distribution system users are applied for calculating and invoicing the service of usage of the electric power network for eligible customers which structures are connected to the distribution network in order to reimburse the costs for usage of distribution network, transferred costs of the transmission network usage (Elektroprenos BiH, Independent System Operator in BiH and provision of the ancillary services) on the licensees for distribution of electricity.

Licensees for distribution of electricity are obliged to publish tariff rates for distribution system users and relevant provisions of this Decision and make them available to all users.

 

VII

This Decision becomes effective on the eighth day upon its publication in the "Official Gazette of Republic of Srpska" and it is applied for calculation of electricity as of 1 January 2008.

 

VIII

When this Decision becomes effective, Decision on determination of the tariff rates for distribution system users in Republic of Srpska ("Official Gazette of Republic of Srpska" number 28/06) shall not be valid any more.

 

 

Rationale

Tariff rates for distribution system users were determined  on the basis of the costs of the electricity distribution, according to RERS Decision on determination of the price for distribution of electricity in Republic of Srpska, number 01-471-9/07 dated 21 December 2007 and accompanying part of costs for usage of the transmission network which are transferred to the licensees for distribution of electricity pursuant to tariffs of the State Regulatory Commission for electricity (hereinafter SERC).

 

Costs of the distribution network, including costs of losses of electricity in the distribution network, allocated on tariff elements and categories of consumption, were determined in the following amounts:

Costs of Elektroprenos BiH, costs of the operation of the Independent System Operator, costs of ancillary services and costs of transmission losses, i.e. accompanying price taken from SERC, allocated on the category of consumption per voltage levels, along with the prices for usage of distribution network referred to in paragraph 2 of this Rationale, are consisted of the prices for usage of the electric power network (grid charge) for the electricity customers in Republic of Srpska.

 

The price share of Elektroprenos BiH for distribution system users was determined on the basis of the unit prices of 0.00566 BAM/kWh and 1.454 BAM/kW for electricity taken from the transmission network, as well as on the basis of the unit price of 0.0087 BAM/kWh for the declared export determined by SERC Decision number 04-28-396-35/07 dated 19 December 2007.

 

The price share of the Independent System Operator service for distribution system users was determined on the basis of the unit price of 0.000399 BAM/kWh for the active electricity taken from the transmission network, determined by SERC Decision number 04-28-395-39/07 dated 19 December 2007.

 

Tariff rates for the excessively taken reactive electricity for distribution system users were determined starting from the price of 0.00951 BAM/kVArh which is applied for the transmission network users.

 

The share of costs for providing reserve capacity for the secondary and tertian regulation for distribution system users was determined on the basis of the unit price of 0.002188 BAM/kWh for the electricity taken from the transmission network determined by SERC Decision number 04-28-395-40/07 dated 19 December 2007.

 

The price share of transmission losses for distribution system users was determined on the basis of the projected selling price of generation at the plant outlet for other customers in the amount of 0.065 BAM/kWh, which means 0.001881 BAM/kWh of electricity taken from the transmission network.

 

Total costs and prices of the electric power network were allocated on the categories of consumption of distribution system users per tariff elements are as follows:

Point VII of this Decision is founded on the provision of Article 33 paragraph 4 of the Electricity law and Article 21 of the Statute of the Regulatory Commission for energy of Republic of Srpska.
