Decision on determination of tariff rates for distribution system users in Republic of Srpska

Pursuant to the Article 23 line 4 of the Law on Electricity (Official Gazette of Republic of Srpska, number 8/08, 34/09 and 92/09), Article 10 paragraph 1, point 4 of the Statute of the Regulatory Commission for Energy of Republic of Srpska (Official Gazette of Republic of Srpska, number 41/04, 67/07, 113/07 and  109/09), Article 37, paragraph 1, point 3of the Procedural Rules of the Regulatory Commission for Electricity of Republic of Srpska (Official Gazette of Republic of Srpska, number 96/04), Article 54 of the Rule on tariff methodology and tariff proceedings (Official Gazette of Republic of Srpska, number 61/05) and Article 72, paragraph 1 of the Rule on public hearings and solving disputes and complaints (Official Gazette of Republic of Srpska, number 71/05), in the tariff proceedings initatied at the request of the electric distribution companies in Republic of Srpska for approval of tariffs for distribution system users, Regulatory Commission for Energy of Republic of Srpska, in its first (1) regular session held on 30 December 2009 made

 

DECISION

On determination of tariff rates for distribution system users in Republic of Srpska

 

 

I

This Decision is made by Regulatory Commission for Energy of Republic of Srpska (hereinafter Regulatory Commission) to determine tariff rates for distribution system users in Republic of Srpska as follows:

Tariff rates as stated in the above table do not contain the tax on the added value.

 

II

For tariff groups of customers from the category of consumption at 0,4 kV voltage which capacity charge is not determined by measuring, the capacity charge amounts to:

Other consumption with the one-tariff meter: 5 kW

Other consumption with two-tariff meter: 5 kW

Households with one-tariff meter: 3,3 kW

Households with two-tariff meter: 5,2 kW

  

III

Tariff rates in the high season (HS) shall be applicable from the period from October 1 to March 31.

Tariff rates in the low season (LS) shall be applicable from the period of April 1 to September 30.

High daily tariff rates (HT) shall be applicable from 06,00 to 22,00 hours for the winter calculation of time and from 07,00 to 23,00 hours for the summer calculation of time.

Low daily tariff rates (LT) shall be applicable from 22,00 to 06,00 hours for the winter calculation of time and from 23,00 to 07,00 hours for summer calculation of time and during the weekend without interruption from Friday at 22,00 (23,00) to Monday at 06,00 (07,00) hours.

 

IV

Excessively taken reactive energy is calculated when high daily tariff rates are applied.

For calculation of the excessively takne reactive energy to end users from the second and sixth group within the category of "other consumption at low voltage" who are determined to take excessive reactive electricity by occassional metering, it is applied the tariff rates for excessively taken reactive energy of the third and seventh tariff group from that category respectively.

Tariff rates for distribution system users are applied for calculating and invoicing the service of using electric power network to eligible cusotmers whose structures are connected to the distribution network in order to reimburse the costs of using distribution network, transferred costs of using transmission network, Independent system operator, transmission losses and transferred costs of providing ancillary services on the companies - licensees for distribution of electricity.

 

VI

Electric power companies, licensees for distributuion of electricity are obliged to publish tariff rates for distribution system users and relevant provisions of this Decision and make them available to all users.

 

VII

This Decision becomes effective on the day it is made and shall be applicable as of 1 January 2010.

When this Decision becomes effective, the application of the Decision on determination of tariff rates for distribution system users in Republic of Srpska number R-19-666-174/07 dated 21 December 2007 shall be no more valid (Official Gazette of Republic of Srpska, number 114/07).

This Decision is published in the Official Gazette of Republic of Srpska, on the notice board and website of the Regulatory Commission.

 

Rationale

 

Tariff rates for distribution system users have been determined on the basis of costs of electricity distribution, according to the Decision of the Regulatory Commission for determination of the price for electricity distribution in Republic of Srpska number 01-966-26/09 dated 30 December 2009 and accompanying alocated part of costs which are transferred to the distribution companies on the basis of taking over of electricity from the transmission network pursuant to the tariffs of the State Regulatory Commission for Electricity in BiH (hereinafter SERC) and costs of ancillary services calculated pursuant to the tariff methodology of SERC.

 

Costs of the distribution network, including the costs of electricity lossesin the distribution network, allocated on the tariff elements and categories of consumpion have been determined in the following amounts:

Costs of transmission network, costs of operation of the Independent System Operator, costs of ancillary services and costs of transmission losses, namely of the accompanying price taken from SERC, allocated on the categoires of consumption per voltage levels, along with the prices of using distribution network from the paragraph 2 of this Rationale, make the price of using electric power network (grid charge) for customers of electricity in Republic of Srpska.

 

A share of the transmission price for distribution system users was determined on the basis of the unit prices of 0,00566 KM/kWh and 1,454 KM/kW for electricity taken from the transmission network, as well as on the basis of the unit price of 0,0087 KM/kWh for the declared export stipulated by the SERC Decision number 04-28-496-35/07 dated 19 December 2007.

 

A share of the services' price of the Independent System Operator in the tariff for the distribution system users is determined on the basis of the unit price of 0,000399 KM/kWh of the active electricity taken from the transmission network, as stipulated by Decision of the State Regulatory Commission for Electricity in BiH dated 25 March 2008 (Official Gazette of BiH, number 25/09).

 

A share of costs of providing reserve capacity for the secondary and tertial  regulation in the tariff for distribution system users was determined on the basis of the price as determined by the State Regulatory Commission for Electricity of BiH by Decision on amendment of Decisition on determination of tariffs for ancillary services (Official Gazette of BiH, number 50/09) dated 0,002187 KM/kWh of the active electricity taken from the transmission network.

 

A share of the prices of the transmission losses in the tariff for distribution system users is determined on the basis of the average weighted price of electricity at the plant outlet in Republic of Srpska, pursuant to the Decision of the State Regulatory Commission on determination of tariffs for ancillary service (Official Gazette of BiH, number 25/09) and it amounts to 0,0586 KM/kWh for electricity lost in the transmission network, i.e. 0,001851 KM/kWh for electricity taken from transmission network.

Point VII of this Decision, in the part related to the effective date, is based on the provision of Article 20, paragraph 3 of the Energy Law (Official Gazette of Republic of Srpska, number 49/09),  regarding publication of Decisions in Official Gazette of Republic of Srpska and on the provision of Article 21 of the Statute of the Regulatory Commission for Energy of Republic of Srpska, regarding the effective date of this Decision.
